Horatio Stark is the Chief Agent of M.I.9.
Biography[]
Whenever the MI High team are involved, they usually out maneuver him, which adds to his hatred of them. He doesn't get along with Carrie, shown particularly in Bully Elliot. He often messes up and is constantly the but of jokes. Stark is shown as an incompetent agent, but, due to him being of a very high rank, the show made him slightly more useful, he had a long run of bad luck but he's had a few successes.
